Rhetorical Questions with 不是……吗
Use 不是……吗 to remind someone of a fact, insist on it, or show surprise when things don’t match what you expected.

Subject + 不是 + verb / adjective / noun phrase + 吗？
不是……吗 looks like a negative question but means a strong “yes”: 你不是去过北京吗？ = you have been to Beijing.

When to use Rhetorical Questions with 不是……吗
不是……吗 looks like a negative question, but it is really a strong statement: 你不是去过北京吗？ means “You’ve been to Beijing, haven’t you?”, and the speaker is sure you have. Put 不是 right after the subject, before the verb, adjective or noun phrase, and put 吗 at the end. The speaker already believes the positive version and uses the question to remind, insist, or show surprise.
这不是王老师吗？
Hey, isn’t that Teacher Wang? (surprised to see him)
他不是很喜欢打篮球吗？
Doesn’t he love playing basketball?
今天不是星期六吗？
Isn’t today Saturday?
你不是明天有考试吗？快去复习吧。

よくある間違い
- Keep 吗 at the end: 这不是你的书吗？ means “Isn’t this your book?”, but 这不是你的书。 means “This is not your book.”
- Don’t add 吗 to a 是不是 question: 你是不是去过北京？ is right, 你是不是去过北京吗？ is wrong. Only the 不是 frame takes 吗.
- To insist that something happened, use 不是: 你不是去过北京吗？ (I know you have). 你没去过北京吗？ is a real question asking whether you haven’t been.
