When to use Formal Topic Phrasing with 就...来说
就...来说 marks the exact topic or scope of a comment. It often means “as far as X is concerned.”

Common traps
- 就...来说 frames scope; it does not mean “then” here.
- 而言 is more written and compact than 来说.
- The comment should stay inside the scope you named.
