出来 can mark an idea emerging.
孩子们笑起来了。
The children started laughing.
起来 can mark an action starting.
请继续说下去。
Please keep speaking.
下去 can mean continue onward.
我突然想起来他的名字。
I suddenly remembered his name.
想起来 means to remember.
