Often followed by a request, such as 劳驾，让一下 (Excuse me, let me pass). It cannot be used alone to apologize after an action like 对不起.
正式程度
劳驾 is more common in northern China, especially Beijing. In other regions, 请问 or 不好意思 may be preferred. Using it in formal writing or to strangers in southern China may sound out of place.
