凡...者,均可... for “All Who … May …”
Use 凡……(者),均(可)…… in notices and rules to say that everyone who meets a condition gets the same right or duty.
Pattern
凡 + condition (+ 者),均 (+ 可/须/需) + rule
凡 sets up “everyone or everything that …”, 者 means “those who”, and 均 is the formal word for 都: all of them, no exceptions.
凡年满十六周岁者,均可报名参加。
When to use 凡...者,均可... for “All Who … May …”
This is the language of school notices, rules and official announcements. 凡 opens the sentence and marks a group: “anyone who …” or “everything that …”. The condition follows, and 者 at the end turns it into “those who …”, much like 的人 in everyday speech.
凡持本校学生证者,均可免费参观校史馆。

All students taking part in the competition need to hand in their work before Friday.
凡本校师生,均可凭证进入体育馆。
All teachers and students of this school may enter the sports hall by showing their card.
Common traps
- Don’t use 均 and 都 together: say 均可 or 都可以, not 均都可.
- 者 follows a verb phrase directly: 凡报名者, not 凡报名的者.
- Keep this pattern for notices and formal writing; in conversation say 凡是……都…… or simply ……的人都…….
